Forum posting is one of the effective Off-page techniques, and backlink from the Forum will not affect, if the forum backlinks are from the sites with the good authority.   

Websites, which are using Forum as the only Off page technique and are doing ample of submission for the backlink purpose will surely get hit by this update.
